Draft: Pyfortool packaging for X86
Pyfortool is packaged and installed depending on the machine. In configure, we test the python version of the machine. If >= 3.9 then it's easy.
- for machines with existing conda use, pyfortool tries to uses conda
- for others (HPC), try to module load a python version >=3.9
- if no module load or conda is present, it will crash => we must adapt for those machines, so testing is required

For ARM machines, it is not yet ready (Sebastien must automatize the wheels build for ARM : work in progress).
